Syllabus Posting Requirements

Ohio Senate Bill 1 (ORC 3345.029) requires every state institution of higher education to make a publicly accessible syllabus available for each undergraduate course offered for college credit, beginning in the 2026–2027 academic year. At Cleveland State University, Simple Syllabus is the platform used to meet this requirement.

This guidance applies to all instructors—full-time, part-time, and adjunct—who teach undergraduate, credit-bearing courses at Cleveland State University.

Syllabus versus Course Guide

The law uses the word syllabus to mean a specific, publicly posted document with the elements defined in the statute. To provide additional clarification, Cleveland State distinguishes between a syllabus and a course guide.

Syllabus: the public-facing document posted in Simple Syllabus to meet ORC 3345.029. It contains the statutorily required elements: instructor name, professional qualifications, a course calendar, and a list of required and recommended readings.

Course Guide: the fuller document distributed in class or posted in Blackboard. It may include assignment descriptions, rubrics, grading policies, participation expectations, daily schedules, office hours, and other materials that support your students. The course guide is not governed by ORC 3345.029 and is not required to be public.

The syllabus and the course guide will often overlap in content, but they are separate documents serving separate purposes.

The following courses are covered under ORC 3345.029:

  • All undergraduate courses offered for college credit, including lectures, labs, studios, practica, internships, independent studies, tutorials, and honors projects or theses.

The following courses are not covered:

  • College Credit Plus (CCP) courses that are delivered in a secondary school and taught by a high school teacher.
  • Graduate and Law courses.

Frequenty Asked Questions

ORC 3345.029 requires a syllabus to include all of the following:

  • Name of the course instructor
  • A calendar for the course outlining what materials and topics will be covered and when
  • A list of any required or recommended readings for the course
  • The course instructor’s professional qualifications

Instructor credentials must include name, degree earned, discipline, and granting institution. Additional credentials relevant to the course may be added at the instructor's discretion.

Readings and materials include any content students are assigned to engage with in preparation for or as follow-up to class. This includes but is not limited to:

  • Textbooks (entire books or selected chapters)
  • Journal articles, book chapters, news articles
  • Policy documents, reports, or white papers
  • Web pages, blogs, or online resources
  • Documentaries, films, podcasts, or audio materials assigned in advance
  • Required online modules or multimedia resources
  • Instructor-created documents such as course packs, handouts, case studies

Standard citation format is appropriate. Below are several examples.

Insert "None" or "Not applicable" in the reading and materials section of the syllabus template. 

The calendar must outline what materials and topics will be covered and when during the course. The statute does not require class-by-class granularity. A week-by-week or topic-block structure satisfies the requirement. For example:

  • Week 1: Introduction to Environmental Policy — Smith, Ch. 1; Jones (2021)
  • Weeks 4–6: The French New Wave — [three films listed]; Bazin excerpt
  • Chapter 7: Grammatical structures and vocabulary — [shorthand textbook reference]

Use shorthand references in the calendar that link back to full citations in your readings list. You do not need to repeat full citations in every calendar entry.
